kardinfo is part of the kdeadmin package that is autoconfiguring. 
Please refer to the kdeadmin base directory (usually one level up).
Remember that kardinfo needs a Linux system to run on!
Since kardinfo needs to manage your hardware devices, it must have 
root permissions. Its your choice if it is safer to let people remove
cards without shutting them down or to allow them to use kardinfo 
giving it the suid bit.
In addition, to allow the non-root users to use the tool, you need to
define UNSAFE_TOOLS when compiling. See the Makefile for details. 
Both options (doing it and not doing it) are prepared there.
